Hello Jeff,
Welcome to Atlassian Community!
Testing on my local site, I wasn't able to replicate the same issue.
Are you still facing this issue?
Is it happening on a next-gen or classic project?
I'm not sure if the browser would affect something like this, but can you check if it happens using another one?
Were there any changes in the system settings or look and feel related to the Date?
Regards,
Angélica

I do use the Spoof Timezone Firefox extension to move myself into a more popular timezone. Largely for customer support reasons, though some privacy concerns as well
Thanks to this I dug into the extension further. It is configured to send a timezone offset of 240, in "America/New_York" Timezone. My actual Timezone is 180, in "America/Halifax"

Interesting, I do not see the same thing, nor the same look. When I go to create a release this is the view I get. Do you have an add-ons?
