Why is there no edit pencil for assignee field?

Why is there no edit pencil for assignee field?

I have a project with multiple issue types (normal). But I am finding that a subset of my issue types do not give me the edit pencil next to the assignee field. I do get the the button titled "Assign" in the main bar. So I couldn't find this to be a basic permission issue, but rather it seems that there is some sort of configuration difference between this issue type and other issue types that I can't find. Any ideas?

Is the Assignee field available on the 'Edit' screen? If not, you will have to add it in there.
