Why is there a task level comment and work log level comment ?

Why is there a task level comment and work log level comment ?

Aren't we writing the same thing in the task comment and the work log comment? Isn't that duplication?

Work log comments may be used in reports to customers along with their invoices.

Task comments may be internal only details of what was done including scripts used etc.

There is an option to duplicate the work log comments to the task comments but it has other impacts.
