Why is there a Site Maintenance page?

I tried to access the tickets page. However It shows Maintenance page. How can I now when this can be fixed? Can I set the maintenance scheduler manually?

Can you post the URL you are trying to access?

Thanks for your response. I can access it 2hrs later after I posted the question. I just want to know how much time the maintenance takes usually and can change the scheduler. I'm sorry, I can't post the URL due to security concern.
