Why is the default resolution (which is the resolution status) of new issues "fixed"?

Why is the default resolution (which is the resolution status) of new issues "fixed"? How do I make it so that newly created issues are left in the open state, and maybe remove all the fields that aren't green hopper fields from the new issue entry form?
