Why is my Jira in RU

Hi,

I'm new in Jira
When i open the Jira page , it's in RU and not EN
I looked at the settings, and the default language is EN (USA) - as it should be...

I tried to delete the RU from the Chrome browser 
I tried to open it in a different browser
I tried to open it (with my user) in someone elses PC..

And it didn't help...
How can i make it be in EN
