Why is a custom issue type not appearing?

I created a custom issues type (Technical Story) and associated it to my projects scheme, however, I cannot edit the current issues to convert to the new type.

I have reindexed at a system level, and it works on a new issue. 

any ideas?

Is it appearing in the list when you try to "Move" the issue?

The option will only appear in the drop-down of available issue types on "edit" if the configuration for it is identical to the current issue type.
