Why is inline editing of fields is enabled when viewing issues in "all open issue" filter or "all issues" filter of a project. 

Even if inline edit option is disabled from the General settings.

I cant attach anything because of some error.

Inline was made automatically enabled starting from JIRA 6.0.
But starting from JIRA 6.2 they have stopped giving this functionality automatically and have made a setting for inline editing in 'General Configuration' of Jira. You can turn inline ON/OFF from there.
