There is nothing about the components in the left side bar and no options to enable it in project settings. Where can i find it?

What type of project are you using? You can get that information from the Type column on the View All Projects page under the Projects menu.
Components are not available in Business (Work Management) projects nor in Team Managed projects.

There is a change request to add Components to Team Managed projects.

Oh, and I was wrong about Components not being available in Business/Work Management projects. That functionality has been implemented.

If component featrure was added to Team Managed project it does not solve the question. I still don't have an access to components

Projects are defined in two ways:
Team Managed or Company Managed
Business (Work Management), Software, or Service Management
Components are not available for any Team Managed project.
They are available for Company Managed Business and Company Managed Software projects.
