Why doesn't 'Time tracking' show up as a field option when setting workflow validation rules?

All other fields are selectable options when creating a field validation workflow rule... for some reason, 'Time tracking' is not.

(BTW, this is a team-managed project)

I understand due to which you are unable to make the worklog mandatory in TMP projects.

Welcome to the Community!

It is because you are using a team-managed project.

The Time tracking field isn’t available for validation rules in team-managed projects because it’s a Jira system field, and TMPs only support custom fields created within the project for validation workflows.
For more control, use automation rules or switch to a company-managed project.
