Why does the project changes when I create a linked issue?

I am setting up a jira core project for a given business process. The ideia is for a given agency to create Requests for Proposals and have project managers from consortia, first demonstrate interest, them submit a proposal.
I am doing this by creating an issue for the Request for Proposals, then the PM from a given consortium opening a linked issue to demonstrate interest.
This was working fine but now, when the linked issue is created, the project where it is created is automatically changed! I can't figure out why.

My opinion is: I think project selection change with the last used. Possible? I see A similar effect . Can you confirm?

Do you mean, it changed because I selected that project before? No, thats not the case.
