Why does the entire atlassian stack except Jira use the same MSSQL databse collation?

We are running Confluence, JIRA Software Server, Stash/Bitbucket and Fisheye/Crucible.

Only JIRA requires a different collation when using MSSQL as a database backend.  What is the reasoning and will there be an update which will standardize the collation?

Is it reccomended that JIRA is installed on a separate instance on the MSSQL server?
