Why do Atlassian org admins have an internal group called 'org-admins' mapped, but not site admins?

Is there any specific reason for not having an internal group to maintain the site admins, like there is for org admins?

Hi Colruyt,

There used to be a separate group for site admins. Not sure why they changed it to just grant a permission instead. But that’s what it is now.
