And this is not even on my 4k monitor where it's far worse. I liked it where it was.

Why not use the shortcut? , just press the "." (dot) on the issue screen and start typing whatever you wish to do on the issue and all the options are visible in a drop down , create sub-task, move, workflow transitions etc, everything is available.
