Why did the copy production data to sandbox only copy a few issues and no boards?

I executed a copy production data this morning. The verification screen indicated there were 59,000+ issues to sync but only 103 are in sandbox and none of our boards were copied over? Are there settings in the production environment that would have prevented these objects from copying? What do I need to do to get a full copy of production into the sandbox?

Did you perform a project copy or a full copy of data? Do you see any error anywhere?

Have you tried re-initiating the copy?

I selected 'copy all projects'. I do not see any errors; the email I received states the copy completed, the admin page states 'We copied all the projects to your sandbox'.

I have not tried to re-initiate the copy, I did not want to overwrite any log that might be needed to diagnose the situation.
