Why couldn’t I see workflow option under space setting?

I created a workflow and workflow scheme, associated to a work type under Jira Admin Setting for work items. I tried to assign workflow scheme to the a team-managed space but do not see that option under space setting. Do I need specific permission to do that? I am added as user to Jira administrator groups already.

what am I missing?

Team-Managed Space do not make use of Workflow Schemes like Company Managed Space.  So you cannot assign a scheme to a Team Managed Space.  Each Team Managed Space has its own independently configured workflow that cannot be shared across Spaces. 

If you wanted to leverage a shared Workflow Scheme you can do so but only with Company Managed Spaces.  You can review more at the What are Team Managed vs. Company Managed Spaces documentation.
