Why can't change issue types for different workflows?

Issue type story use workflow-A, 

Issue type task use workflow-B

When i change issue type from story to task on one issue, it has error.

This problem bothers my team.

Please help.

information : 

Two issue status is the same : to do

Project type : Company-managed software

workflow-A : 

workflow-B :

change issue type : 

change issue type error message :

Do you have site admin access ? did you check if the workflows are being used in different project ?

yes, i have site admin access.

different project? I'm not mean change issue type on setting, just on issue.

Maybe my description caused misunderstanding, i'll fix it.

Can you check if you have Move issue permission in the project level

If the issue types use different workflows, you will need to do a Move action instead of change the Issue Type.
