I am a site admin, and cannot grant view access to new devs. I have tried going to multiple settings pages and added the devs, but to no avail. They cannot see their Jira board.
I can see the new devs added to the board with work items, but they cannot view this space
One thing to check is if the users in question have been granted access to the project, and that they have the right permissions. You should also check to make sure that they have a Jira license.
They have Jira license. I was able to provide them. But Project access is blurry at the moment. Seems to have been replaced by "Spaces" which isn't clear and I have tried going through to user management at all levels- Org, Site, Space, Board, etc. They still can't see it

If you go into Space settings > Access > Space permissions there is a permission helper that will tell you what permissions a user is missing, pick one of the permissions under Issue Permissions, Edit Issues is a good one to start with.

You can also try deleting their account and adding them again. I've had that issue before and sometimes you just have to wipe their accounts and start afresh. Something to do with their account just "getting hung" in the system? I don't know how else to explain it other than their account may have had some weird random setting somewhere that may take you years to find and you would be better off just deleting their account and starting over.
Maybe not the answer you want, but this was a quicker fix than hunting and pecking for whatever random toggle was switched on for them that's preventing them from seeing what they need to see.
*** Also, this was ideal for when adding someone new. not for someone who's been in the system for a while.

Thanks for this suggestion. I tried wiping their account and re-adding them, but they still can't view the Jira Board unfortinately

@Usman Gani Shams , have you checked that the space doesn't have any security or permissions issues on it? That it is "Locked down to outside users"?
You may want to make sure it's not set to only allow certain users who are in specific groups? for example - if you have an incident or security team, you may lock a board / space down to only allow users who are in the security group access to that space / board.

I'm also a site admin but even I am not able to see all the board (I can see the spaces) but because I am not in the security team, the other site admin can, but I can't see their tickets, on purpose. :)
