Why can't I see a ticket in the backlog if it is in 'story writing' phase?

I can assign a ticket to a future sprint but in the backlog it will not appear in the sprint list if it is in certain phases of the workflow; in this case, story writing or story review.

Hi @stephanie.collins and welcome to the community!  I'm assuming by "sprint list", you mean the "Active Sprints" view.  If this is the case, it is likely that your story writing and story review statuses are not mapped.  In your board configuration, you'll need to make sure you either have a column for those statuses or they are mapped to one of the existing columns:
