Why can't I just report that Jira is down?

I believe you should be able to directly submit a ticket reporting Jira is down at https://support.atlassian.com/ if you're a designated contact and on one of the paid plans. Is Jira not loading for you and your organization currently?

Currently I'm able to access Jira cloud and only seeing an active incident on JSM affected services field at the moment

Maybe I am not a designated contact. Seems like it would be useful to be able to easily report an outage so Atlassian is aware of an issue sooner. Like the current outage in Jira US East.
