You probably set in a role on the space that doesn't have the permission to delete work items.
So you need to be granted a role with more permissions, or ask your Jira admin.
Note:
Deleting is in my opinion and best practice no a good idea, it's better to set it to Done with a relevant resolution. This iwll hlep if the same idea pops up agin in the future, then you vcan link them an provide context on why this was cancelled before.
