Why can blocked issues be completed?

Among the issues linked by issue linking, the blocked issue was not resolved, but why is it possible to complete the process?

You are making an incorrect assumption. Just because an issue has a link to another, with a name like "blocked by" does not mean Jira knows that you want to prevent progress on it.

If you want it to do that, you can, you will need to edit the workflow, adding conditions to it that prevent people using any "close issue" type transitions.
