I can't attach anything over here. 
It keeps giving HTTP Error.

It wasn't a permission or proxy issue. The problem went away on its own.

Check Attachments Permissions in permission scheme.

  • There is Create Attachments permission . Maybe you don't have this permission?

Are you using a proxy infront of JIRA? Try attaching using https and http
