In the Scrum board when I click on an item, I see the attachments in the item column of the board appearing after the click.
If I navigate to the full view of the item, I see the attachments as well.
But when I click on "edit" either in the full view or the item column, in the overlay-window with the edit features, I see only the bar to trop attachments or browse, but not the attached files. This leads to people adding attachments again, thinking they missed them the last time.
Is this a bug or by design? Is there a possibility to change this behaviour in the configuration (like checkbox "show attachments in edit mode")? Or could this be added in a future version?

It is by design. When you open the Edit issue screen you can only add new attachments. You can not see or modify attachments, which are already attached to the issue. You can not change this behaviour of the Edit issue screen.
All you can do to write your own plugin or look for a plugin in the Atlassian marketplace, which would let you browse existing attachments and add new ones. I do not know of such a plugin, but it is possible to make a plugin like this.
Out of the box If you want to modify attachments, you should do it in the view issue screen.
