Why I should say thanks for annoing popup?

Why jira doesn't have just "No" button? I do not want to say "thanks" for annoing not useful popup.

Well, that’s just how English works. It’s a polite form of saying “no”, where just saying „no“ is rude. And you don’t want to be impolite, right?

I don't want to be polite to my computer. It should just do what I want and not show me unwanted messages. If this answer applies to the owners of jira - why should I be polite to a company that provides services for money and for that money does things I don't need? It can not develop a process to display this message and make the product cheaper. Then I will be polite.
