Why HR is the best in Jira Core?

I don't understand the question.

Are you asking if HR functions might be done in JIRA Core?  Or why Atlassian suggest doing them in Core instead of Service Desk and/or Software?

I'd say it's because

  1. Scrum and Kanban boards aren't really the best way to handle HR issues - with HR, you usually have a much higher focus on a single issue at a time, not a broad sweep of many of them in a board.
  2. HR issues are generally not raised as help-desk items, there's usually a procedure and many pieces of information needed.

That's not to say you can't do HR via a service desk or software, just that most people won't need them to do it.
