Could you provide a little bit more context about this request? Between the lines, I would assume you are trying to find out who did create a certain Jira instance for your organization / team?
If this is the case and you have no idea who administers the site, the first step would be to reach out within your team and ask around. Your internal IT department could also be a good starting point.
If that doesn't help or the org admin has left your organization and you don't have a backup, you could also reach out to Atlassian support via https://support.atlassian.com/contact.
