Who has experience with good license management.

Dear Jira Admins,

Are there any AddOns or do you have experience in managing licensing. Normally I send on the export of the users but it is not always correct. Sometimes it says NEVER INGELOGED but then they are, because when I deactivate them I usually get the question why doesn't my account work anymore.
Who has experience with good license management.
