I am a vendor on the Atlassian marketplace, and recently there was a problem with the payouts for our Jira Cloud app.
We have opened up a ticket by emailing ap@atlassian.com, but Atlassian has stopped responding to our questions on the ticket, and provided no updates for the past several weeks.
The payments from Atlassian are already over a month overdue, and the Accounts Payable team is completely unresponsive. Who can I contact to get proper support for this issue?

I am in no position to assess the history behind what you are saying, but as a marketplace vendor, the first person to contact would be your Channel Manager.

@Walter Buggenhout what exactly is a channel manager? I don't remember receiving communications from Atlassian about any manager contacts when we submitted our apps onto the marketplace
