Who can bulk update the Change Management Type field

I need to update the Change management type to N/A instead of New initiative for a project that was cancelled.  I do not have the bulk update capability.  (I tried following instruction from the FAQ)  Is there an admin person who does have the ability to do bulk changes that a request can be sent to?        project = "Bank Student Loans ART"
and parent = BNK-2017
and status = Done

We are a community of users of our own Atlassian products. We are not the administrators for the Jira instance that you use.
