While create a new case reporter must be with in the same group or project

Hi All

While I create new jira case there is a field called reporter where i can see all the users there but i want to see who are belongs to that particular project or group to select as a reporter of the case.

The options in the reporter field are controlled by the permission scheme.  Anyone who has "create issue" permission will be shown.  If you change the permission to just the group you need, that should list only the sub-set of people you want.

But it's only applying to view issues, but not while create/update an issue.
