Which workflow buttons show

On my Issue edit screen I have three workflow buttons:

- Close Issue

- Return Issue

- Workflow

The last one, Workflow, is a dropdown. It has my third possible workflow choice, "Assign." Unfortunately, this is the most common one to be used.

Is there any way to control which workflow steps have their own buttons and which are in the drop down?
