Trying to find the best options around the following JIRA plugins ior that integrate easily with JIRA

• Portfolio management 
• Program management
• Resource management

I dealt with the same things and from my standpoint, to succeed in portfolio/program delivery, you need to concentrate first of all on the ground things. Some of these are:

• Tracking, visualizing and reporting any Scrum or custom JQL metrics of teams across sprints, months, quarters, half-years, or years
• Retrospecting the failed metrics in place
• Quantifying how much performance would improve if one or another reason for a failed metric was fixed
• Aggregating, sorting and pie charting the reasons behind mediocre performance across sprints, months, quarters, half-years, or years (so that you can start fixing the most frequent ones. Also, using this you can provide the answer to the executive team on which areas they should invest money in to improve quality, predictability or cadence/TTM. For example, if they would invest in hiring architects or in buying more compute - how much more work items a team will deliver?)
• Implementing transperancy

To cover all these items, I have created Multi-team Scrum Metrics & Retrospective.

All other things around your items, I cover using native JIRA capabilities such as Kanban and Scrum board - you can visualize and manage your programs and portfolios there as well if you construct it properly (utilize swim lanes and quick filters to create Program Kanban, for instance). Also, you can use JIRA Plans.
