Which API doc should I use for Create/Delete or Set Active/Deactive an user

Hi All,

I'm a bit confusing about documentation in here because I'm still new in atlassian products, what goals that I want to achive in here is:

I have an internal tools that will call slack,atlassian's producs ( jira,confluence,bitbucket ) and etc.

When new joiner come to the company, my apps ( the internal tool ) will call the API to create user in slack and atlassian's products or activate/deactivate the user.

my question is:

1. which docs should I choose for create user 1 time and automatically added to jira,confluence and bitbucket ?
2. what permission should I request to my superior to create an api token for number 1 ?
