First, is it a Company-managed project or Team-managed project?
I am assuming Company-managed since you created multiple boards with it.
Boards have no magical powers for creating issues - boards simply show cards on them that meet the criteria of the board filter associated with them. So you don't create issues for a board - you just create issues. If you want the cards/issues to show on a board, then they have to be included in the filter used by the board.
Yes it is company managed project ,When I have create the issue in backlog it should separate based on its component or Team do we have any procedure for that.

What do you mean by separate? Do you mean different issues should show on different boards? If so, then you need to change the filter for each board to include the component and/or team.
