Where is the documentation for release packages? (Never mind, its non-standard)

I have been asked to help another team understand how to use "packages" to track multiple versions using a single release. This team found the "Packages" icon next to a project and asked about it.

I did some more digging and it turns out this functionality is provided by an app called Subcomponents.
