Where do i enable the 'padlock' for comment visibility in Jira Software?

Hello,

I'm looking at this tutorial page but i cant find the same look on our Jira Software (Cloud) instance

I do however have the option for comment visibility in the general settings -> options, but the padlock is not seen when making a comment.

Checking the screenshot you sent, I believe you are using the new issue view in your JIRA Cloud instance. As you can see in the feature request below, the podcasts to restrict comment visibility in JIRA issues were not implemented yet in the New Issue View:

Comment restriction is missing from the new issue detail view 

Feel free to vote and watch the suggestion to increase its priority and also receive notifications about any updates.

For now, you can turn off the new Issue View to display that podcasts. You can do this by clicking on your avatar (bottom-left section of Jira screen), Select Settings and turn-off the switch under "Atlassian Labs".

Additionally, you can select if you want to allow the comment restriction by groups or project roles by editing the Comment visibility under JIRA Settings > System > General Configuration.
