When i go to billing I'm not able to see on whose account was the purchase done how can I see it??

Welcome to the community.
Are you able to access https://admin.atlassian.com ?
Click on Billing in the menu across the top.
Click on Manage Subscription next to one of the Products listed on the billing screen.
You should then have Bill Details, Bill History, and other options shown on the left. Bill Details should show you the billing information that is in use currently. Bill History should allow you to download previous invoices.

Note that there are two possible interfaces. I described the second one. Perhaps you have the first one.
You also need Site Admin permissions to access billing information.
If you have a subscription for Atlassian Access then you would find billing information differently.
