I have accessed the legacy downloads section but the download does not include any .exe's. How do I perform this upgrade from hosted server to hosted server?

It's in the downloads section.  Go to https://www.atlassian.com/software/jira/download. and look for older versions.  Find the version you want and click on "download".  It'll ask you to select an operating system.
