When updating an Issue Type to a new workflow the number of issues affected is higher than expected

I am updating an existing issue type to use a different workflow but when I am ready to publish the changes the number of affected issues is much higher than the amount that's returned in Jira. 

When I query for all "Defect" types it is returning 2508 (not all use the workflow that I am updating) but when I am publishing the workflow it is stating 3401 Issues are affected. Is there any way to view these affected issues before publishing as I cannot find these missing issues in my instance?

Hi @Steven Finlay 

Welcome to the community!

Please verify whether any of the projects currently utilizing the Defect type have the Issue security scheme enabled. If so, you may not have access to those issues, which could explain the lower count when executing the JQL.

I have checked the security schemes and I can confirm we do not have any configured in our instance Security Schemes.png
