When going to link an issue in one specific project, all issues, from all projects are available to

When going to link an issue in one specific project, all issues, from all projects are available to select. Is there a way to only allow one to select issues from the project at hand? 

I also believe this is just viewable to our admin side, however if our clients can also see tasks from other projects I would like some guidance on how to change the permissions.

Welcome to Atlassian Community!

The list of issues that shows up in the link issue field is based on the user's permission to browse other projects. There is no setting that would allows you to limit that list to just the current project, unless you change the project permissions on all projects so you do not allow everyone to browse every project.

To limit project permissions take a look at Manage project permissions. I would recommend that you use project roles as part of you permissions instead of groups, you can then control on each project who should have access to them.
