Although I see that Atlassian themselves stop by the community its mainly consists of other regular users. We wouldn't be able to answer a question about the maintenance of cloud and how long it may take.
Also you can check out https://status.atlassian.com/ to see the current status of the products.
If it takes too long I suggest to create a support ticket for Atlassian here: https://support.atlassian.com/. Please observe that if you are on the free cloud plan you would not have the ability to create support tickets. (standard, premium, enterprise plans contain support)
