When Creating Forms in JSM Can You Add a Conditional for Certain Fields?

Hello,

Is it possible to add a conditional for certain fields in forms in JSM? If the user selects a priority that is medium or low, I want desired date to be required. If the user selects a priority of critical or high, I want the business impact field to be required.

It cannot be done from within the Request form that the screenshot above is from, you need to go to Project settings > Forms in order to do this. These forms can have conditional sections that are only shown when specific values are selected from another field. Have a look at this KB for more information. Once the form has been created you can link it to your request type and also link some of/all the fields on it to Jira fields.
