What project permission is necessary to flag an issue?

I want to allow certain users the ability to flag issues.  Which project permission will give them this ability?  Would the edit permission enable flagging for those users?

Hi Cyndi,

I believe Browse Projects and Edit Issues permissions are enough.

Edit issue is a pretty important and wide-ranging permission. In our case, we want users to be able to add the flag but not modify the content of the issue.
