Someone called "t t" used your account name in a comment in a Jira issue.  You'll need to ask them about it.

I tried to reply back and it said I had no access from that email address..... which is my address.

I'll try to keep this simple. 

• Jira is an issue tracker. 
• Someone called "t t" has tagged you in one of the issues in their Jira system
• If you don't care, ignore it
• If you want to be polite, or are worried that you might be missing something important, find "t t" and send them a mail (or comment on the issue) to tell them you have no idea what they are including you in.

Please read the comment I made earlier to see what it is, and ask "t t" who they are and why they're involving you in their stuff.  I really cant help you identify people who are asking you about things we are not involved in
