One of my users is worried about having more than 10K issues - is there a max number of issues that can be created per project? I don't think there is but they want a definitive answer. Does having a 5 digit issue code impact performance or reports? Thank you.

There are multiple factors that may affect Jira's performance in your organization. These factors fall into the following categories (in no particular order):

A high number itself, no. The number is limited by the database, but to extremely lrge numbers.
I've seen a 95% functional Jira project with over a million issues in it. The failing 5% were reports attempting to read too many issues at once.
