What is the best way to bring user requests into Jira?

Our team is excited about the possibility of JWM being included in Jira as a way to have native form capability to surface user requests directly into Jira. 

However, that is probably some time off in the future, and we do need a solution today.

How can we accomplish this today with the greatest ease (even if there is some cost involved) in Jira, JPD, Marketplace App, or third party integration?

We are on Jira and Confluence Premium Cloud.
