We are a service based team who work with different project squads in our organization. We would like to create a project dashboard which is dynamic and also keep a track on the resources assigned to it and their allocation.

I am Marlene, product manager of Quick Filters for Jira Dashboards.
If you want to create a dashboard which you can dynamically filter (e.g. per project squads) you could check out our Jira cloud app.
With our app you can add a Quick Controller gadget to your dashboard, on which you can configure different filters like buttons or dropdowns.

There's various reporting views across Jira - but if you'd like to centrally track multiple Projects and what is being worked on, I'd check out Dashboards
