My project is creating Jira Issues very quickly - we are currently well into 24,000! What happens when we get to 99,999 - do we 'run out'?

Kidding aside, there are currently no limits on the number of issues. However, you might consider potential performance issues. I found this old post with Atlassian team members response that might be worth a quick read.
