Jira only becomes read-only on licence expiry if you are on an evaluation licence. The read-only applies to all functions that change issues, but your admins will still be able to log in and get to the settings - specifically user maintenance and the licence section so they can paste a new licence key in.
If you have a paid licence, then Jira will continue to work in full after it expires, the licence does not limit any functionality. You just don't have any support (including the upgrades to versions released after expiry).
Will users able to view tickets and download attachements from the tickets after jira license expires and becomes read only?

Yes, they'll be able to log in and read the (now) static data from issues and projects.

Given you are on server expiring licensees only mean you don’t get support or updates. Your instance continues to work. If you were on Cloud that would be a different story.
